Wertmarke translates as stamp or ticket in German. In this instance probably token, so probably some old late 19th early 20th Century token for a shop.

Plauzibil. Dupa 1918 leul s-a deteriorat rapid, 40 bani nu a mai insemnat mare lucru pina la stabilizarea din 1947. Jetoanele interbelice au valori de 1, 2, 5, 10 etc. lei.Vranceanu scrie:Multumesc.
